Measurement and Verification After an Energy Project


An energy project can be successfully installed and still leave an important question unanswered: Did it actually deliver the savings that were promised?

Measurement and verification — M&V — is the discipline of answering that question with data. Savings are not as simple as comparing two utility bills. Weather, enrollment, occupancy, operating hours, rates, and building use may all be different.

A strong M&V process establishes a pre-project baseline, documents the project and its intended effect, and compares post-project performance against the conditions the building actually experienced.

That comparison is the picture below: not this year’s bill against last year’s, but metered use against what the baseline model says the building would have used under the weather, calendar, and occupancy it actually saw. The gap is the verified savings:

The International Performance Measurement and Verification Protocol, or IPMVP, is a widely used framework published by the Efficiency Valuation Organization. It provides common terminology and approaches for determining savings from energy and water projects.

IPMVP describes four broad options: Option A measures key parameters for an individual retrofit; Option B measures all relevant parameters; Option C evaluates whole-facility energy use, often using utility-meter data and a baseline model; and Option D uses a calibrated simulation when measured baseline data is unavailable or insufficient.

Good M&V helps a district show stakeholders what an investment achieved, compare actual results with the business case, improve future planning assumptions, and evaluate ESCO or contractor claims.
